The Hieizan Tendai Hokke’In Tokugō Gakushō Shiki or Regulations for Students to be Admitted to the Courses at the Tendai Hokke-In Temple on Mount Hiei, is written as a ‘follow-up’ to the Sange Gakushō Shiki or Regulations for the Students of the Mountain Lineage 山家學生式 (TEXT 3). While the latter outlines the stipulations incumbent upon those wishing to enter the Two Courses, the former discusses the contents of each of the courses, how such individuals will be tested, and be assigned responsibilities. Once again, Master Saichō stresses the inseparability of both political and religious life, and he insists that those intending to undertake this training, must acquire governmental and familial permission.

| Birth-and-death (saṃsāra) [is but] vexation; conditioned existence [is but] an unpleasant dwelling; and ignorance (avidyā) [is but] the closing-of-one’s-eyes (lit. sleep). If one does not contemplate [this], how can they awaken [from it]!? [But] the spring thunder has profound repercussions; the elephant’s tusks have their significance; the summer lightning has a subtle radiance; and the plaintain-tree is deserving of caution (see Nirvāṇa Sutra, fasc. 2 & 8). | Therefore, [may] the regulations of our halls [and temples remain] permanently fixed within [this] dream [of ignorance] throughout future times, and let loose the Spring of the Dharma! | The students to be admitted to the Śamatha-vipaśyanā Course will be set at nine individuals. [They will be obligated] to extensively read and extensively lecture upon: the Dharma Flower ( T. 262), Golden Light (T. 663- T. 665), Benevolent Kings (T. 245) sūtras and so forth, without missing a single day. The students to be admitted to the Vairocana Course, are [also] to be set at nine individuals. | Acolytes with bodhicitta of fifteen years and over, and [lay members] with faithful hearts of twenty five or younger, should first obtain the necessary [governmental and familial] permissions. [If they’re also] upright and genuine in their efforts, then their name [will then] be noted down, their position [in the courses] will be confirmed, and they will then be regarded as a student [who has been] admitted to [their respective] course. [Within their respective course, those who’re proficient] in the reading of the three texts, will be regarded as the best [students]; [those who’re proficient] in the reading of two texts will be regarded as the middlingly-proficient [students]; [and those who’re proficient] in the reading of one of [these] texts will be regarded as the low-proficiency [students]. [Nevertheless,] among those with bodhicitta [they will all] be the best, and among beings [they will all] be the bravest. | Subsequently, they will be examined on their course after nine years, and those who’re unable to pass the exam for said course, will be released and sent away. [Whereas, those who] remain on Mount Hiei in both body and mind for a period of twelve years, pass the examination and are diligent in their course, will be the ‘treasures of the nation’, ‘teachers of the nation’, and the ‘functionaries of the nation’. | Henceforth, the students of our halls [and temples] will forever cleanse themselves of the mind of the Three Poisons; revere the proscriptions of the Dharma Flower [Sūtra]; disgard the goat and elephant carriages, and travel about in the latter three carriages [of the Mahāyāna].
