| The Decree States: In the past Anāthapiṇḍada Sudatta brought the Śākyamuni to the park of Jeta (i.e. Jetavana). And in search of the Dharma, [the Bodhisattva] Sadāprarudita [travelled eastward] and heard the [Mahā]prajñāpāramitā [Sūtra] in the Land of the Gandharvas. For [the same] reasons, the Minister Waki no Ason [Irukamaro] invited two sets of six (i.e. 12) hastināgas (lit. ‘dragon elephants’), to organise a Dharma Assembly of the One Vehicle (Ekayāna), [in order to] explain and propagate Tiantai [Zhiyi’s] Profound Meaning of the Dharma Flower and so forth. And so the Sun of Mercy increased in its radiance, and the River of Dhyāna flowed clear. The Profound Way of the One Vehicle started opening-up within the city, and the Framework of the Three Trainings came to be received by gods and men. That the Lamp [of the Dharma would be] transmitted [towards the] end of the Semblance [Age], was unknown to past and present [generations, and so] we rejoice in [this] Dharma Assembly, and proclaim its merits! | (SUPPLEMENT): The fourth [section] of the twenty-third [document] in the Genkō shakusho [called the] Letters Aiding Governance states: In the first month of the twenty-first year of Enryaku (802 A.D.), the nobleman and Ritual Officiator Waki [no] Hirose paid obeisance to the Dharma Master Saichō at Takaosanji [Temple while he was] lecturing upon the Methods of Tiantai.
