| A Certificate [issued from] the Office of Monastic Affairs, [to] the Provincial Preceptors in Ōmi Province, concerning a monastic who received the [Full] Precepts in the present year: [Namely,] the monastic Saichō, aged twenty. | 僧綱。牒近江國師今年受戒僧事。 僧最澄年二十。 | 僧綱，牒近江國師，今年受戒僧事: 僧最澄，年二十。 |
| [He is] registered as a resident of Furuchi Village [in the] Shiga County [of Ōmi Province, under] the Household Head Mitsu no Obito Kiyotari, holder of the Lower-grade of the Senior Eighth Rank, [and with whom] Hirono (i.e. Saichō) is related (lit. ‘same surname’).
